For real estate, practical options start from EUR 50,000 for properties outside Belgrade and from EUR 80,000 in the capital. For company registration, only a contribution to the share capital of EUR 5,000 is required, along with government fees of EUR 154–230 and annual maintenance starting from EUR 3,900. The investor can be the sole employee of the company with no turnover or hiring requirements.
A residence permit is issued within 3 weeks from the submission of documents. The initial permit is valid for 1 year for real estate investments or 6 months for business investments, with the possibility of renewal. Permanent residency is available after 3 years of continuous residence, and citizenship can be applied for immediately afterward. Biometric registration and the resident card are completed in a single visit to the migration office.
The program does not impose a minimum stay requirement to maintain residency status. It is sufficient to retain property ownership or keep the business active. Actual physical residence is required only for citizenship, with limited permissible absence. Tax residency is established after spending more than 183 days in Serbia within a year.
The program covers spouses in a legal marriage or partnership, all minor children (including those from previous marriages), adult financially dependent children with no age limit if unmarried, children with disabilities without conditions, and parents and grandparents under the financial support of the applicant. Each family member receives an individual resident card.
Ownership must be maintained for the first 5 years to keep the status. Substitution of the property with an equivalent or higher-value property is allowed with notification to the authorities. After 5 years, all restrictions are lifted — the property can be sold, rented, or gifted, and residency status remains valid. Capital gains from the sale are taxed at 20%.
Serbia has been negotiating EU accession since 2014. The government plans to meet all criteria by 2026–2027, with potential membership by 2028–2030. Upon accession, all Serbian citizens automatically become EU citizens. In 2026, Serbia will join SEPA, demonstrating full integration into European financial systems.
