Premium Residency is a government program launched by Saudi Arabia in 2019 and expanded in 2024 as part of the Vision 2030 strategy. It grants foreign investors, entrepreneurs, and professionals a residence permit that is not tied to an employer or a local sponsor.
With Premium Residency, foreigners gain the right to 100% business ownership, the ability to purchase property in approved areas such as Riyadh and Jeddah, and to open bank accounts without restrictions. Residents are exempt from the Expat Levy, which normally costs SAR 400 (about USD 100) per month for each dependent — allowing families to save up to SAR 72,000 (around USD 19,200) over five years. Applications can include a spouse, parents, and children up to 25 years old on equal terms.

Families planning a long-term relocation
Premium Residency allows you to include your spouse, children up to 25, and parents in one application — all receive the same resident status without being tied to an employer. Families are exempt from the annual expat levy, saving up to SAR 72,000 (about USD 19,200) over five years, and gain access to international schools and world-class clinics in a safe G20 environment.
Highly skilled professionals
The program is open to researchers, medical professionals, and senior executives with a monthly salary of at least SAR 14,000 (about USD 3,750) and an employment contract with a company on the approved list. The status allows you to work without a sponsor, change employers, and, after 30 months of residence in Saudi Arabia, transition to permanent residency with the right to run a business.
